... and it's only 22,000 capacity .. and Chicago Fire FC aren't actually building it as i understand it - they've asked for $1 billion from public funds

I spent 2 weeks working in Cincinnati in May 1984 - had a completely different, and better, "vibe" to many of the other places i got sent round to. Really pleasant city and loads of history

Completely agree .. some of it's very very Gothic. Many US cities would have never had that, or then demolished it or perhaps "Disney-ised" it.... but they were working buildings in daily use.

Standard in the US as part of the franchise model, the state typically own the stadia and the franchises lease them

No, they have said they are privately funding it rather than trying to get the tax payer to stump up.

I think the $1bn is probably public contribution to the wider development of the site - Chicago Fire would just be a bit of what the city intends to be a whole new neighbourhood. I've not seen any costings for what else is happening though, so it might also not be that.

I think in the MLS it leans more towards the clubs owning the stadia, particularly if they already have NFL/ MLB/ NHL teams - less reason to stump up a load of cash to attract a MLS team.
In the case of Chicago, they have a NFL team, two baseball teams and an ice hockey team all trying to convince the city to stump up cash for stadiums already.
