Fact is barbershops are possibly the cheapest business to set up, hence being popular with immigrant communities. Rent is almost your only overhead.

clothes shop on stratford road. Same clothes on the rails for about 30 years. They havent sold anything and they are still open everyday!!

Have a look into the registered company names of these barber shops and see how often they shut one down and start a new one with a couple of letters changed.
The costs are very low for them as barely any pay any Business Rates etc.
I imagine it's pretty easy to make a modest profit. And that's before all the extracurricular activities...
