The Latvian flag is unusual as it's made up of two squares so is extra long, not like most flags which are oblong.
It's easier to beg for forgiveness, than ask for permission.

I knew I'd get it wrong. The flag does have different ratios to most other flags.

It's not that unusual. Ours is a ratio of 1:2 as well.

Commonest is 2:3, probably because it's the easiest close approximation to the Golden Ratio; 3:5 is closer (used by Germany), 5:8 closer still (New Brunswick), and 11:18 is correct to two decimal places - and was deliberately chosen by Finland for that reason. Qatar oddly has 11:28. Iran used to go even more extreme with 1:3.

The Swiss have a version of the flag in 2:3 for use on international waters (basically, a couple of the lakes).

Nepal is the only national flag taller than it is wide.
