No such thing as a boiler safety cert. Are you referring to an Gas Safety cert which is legally required for renting but makes no difference for selling or an installtion complaine cert which is needed for selling but not renting ?

Think you technically can rent it without but if it was to go wrong without this you’d be in big trouble as insurance wouldn’t cover you.
