The season before they moved in was their first season back in the Prem, and they agreed the move before they had even played a game back in the Premier League. And that was only a few years after they had been in the 3rd tier,

I think most of the reports are commercially sensitive and therefore would not be broadcast, when I worked at the council and attended meetings that was normally what happened. It’s rubber stamping exercise the report will be approved, all the donkey work in terms of officer and councillor support will of already taken place
