At least on loan. I know Tatts and Mayor have both bigged him up, but without seeing how he handles first team football it's very hard to judge.
Some semi recent fullback (1st) loans from Blues for comparison's sake.
Josh Dacres-Cogley (23) - Loaned to League 2 Crawley Town. Had already made 24 first team appearances for Blues. Broke an ankle in one of his first few appearances for Crawley, returned from injury in January and made 16 appearances before season was curtailed for Covid.
Steve Seddon (20) - Loaned to League 2 Stevenage, made 25 appearances in first half of the season. Recalled and loaned to League 1 AFC Wimbledon, made a further 18 appearances in League 1.
Wes Harding (19) - Loaned to National League North Alfreton Town on a 1 month youth loan, made 3 appearances.
Remeao Hutton (20) - Loaned to National League Yeovil Town. Had already played a handful of times in the Northern Premier League and Midland League before joining Blues. Made 33 appearances for Yeovil.
Josh Williams (20) - Loaned to League 1 Cheltenham Town. Had already made 8 appearances for Blues. Made 9 appearances for Cheltenham before being recalled in January.
Marcel Oakley (19) Loaned to Scottish Championship Arbroath. Already had 4 Blues appearances. Made 19 appearances in first half of the season for Arbroath. Was recalled and loaned to Queens Park also of Scottish Championship and made a further 15 appearances.
Given Pendleton is 19, unless he's considerably further ahead at the same age as the others mentioned above, he's likely looking at National League North level (Kidderminster/Rushall) loans if to go out this season.
