average attendance for those years was probably mid to low 20;s
21k isnt great
In the redknapp trolley dash season we averaged 21. Subsequent monk season 22.5.
Those 2 seasons aside since relegation season averages have varied between just over 15 to just over 19 (play offs)
I never said 21k was great but given all the other factors I mentioned it definitely seems an improvement on the norm for most of the last decade.
