Cooper isn't coming, he'd have been announced already if he was.
Maybe he's asked for a few days to decide? Totally understandable.
I doubt he'd need a few days - he currently doesn't have a job, it's a decent project, I would assume the rumour he wants a prem job is the killer (which he'll probably get if he hangs about to the end of the season).
